PHP RFC: Remove the links to X.com from PHP.net

The PHP project has not posted to its account on X (formerly known as Twitter) since 2023 and due to to the current nature of the site, there is no reason for the project to have a presence there and the links to the now-dormant account should be removed from PHP.net.

PHP will no longer have an official presence on X.com.
